I don't think it was so much an issue of being "able to make cup ramen" but rather that he was so depressed and traumatized that he couldn't be bothered to take care of himself. Also as Kazuki pointed out in an earlier episode despite how shitty of a life Rei had, his family is in fact rich, so it is quite likely that he learned exactly zero self-sufficient skills, because that was not required of him. All he had to learn was how to kill.
