It doesn't matter how big how fast or how strong it is. Chikara can stop it so long as he can percieve it. Meaning he looks at Goku, he ain't going anywhere. But there's a catch.
In this version that relies solely on sight. He can only stop what's in his line of sight and he can't stop anything he can't see. He can stop a person but not their organs or blood flow. But if you give him a Live X-Ray he can. He cannot move while this ability is active. Meaning it's triggered every time he stops moving for even a brief moment.
It's not exactly a combat type power but it's a damn good support bc even tho he can't move, other people can move him. And if anything obstructs his vision of the target the effect ends immediately. It also ends if he blinks.
And to anyone thinking he can't stop most things. The largest he stopped was the size of a mountain and the fastest he stopped was going at light speed. And if you think taking out his eyes stops his powers it won't. Congrats it's HEARING based now.
