In the World of Fate/strange Fake, she is salvaged by Francesca Prelati for the purpose of being utilized as the Lesser Grail of the True and False Holy Grail Wars. After being manipulated by the American organization running the Holy Grail Wars, she encounters Ayaka Sajyou in Fuyuki City and grants her special Command Spells to usurp a Servant from another Master for an unknown reason. With the summoning of True Berserker, her body was possessed by the Goddess Ishtar

Okay so this is the Ishtar from back then but in a different body and full emotion
こうやって見ると、外見もあちらに結構似てる気がする
Ishtar when she's not saddled with the conflicting impulse of relating to humans while also ruling above them.
She ain't Rin. She's not looking for connection or validation. She doesn't put on airs about being a friend to humans, but also she is not impulsive enough to be clumsy.
Distant, but unrestrained. Straightforward, but fickle. She is a goddess from square one and the foot has always been down. You either got what she wants or you don't. I want to see Ritsuka rizz her up actually. This Ishtar should be above any kind of human sensibilities. I wonder what kind of logic pushes her buttons.
Now we know why Rin's personality hold her back so much

It is interesting to note that although Ishtar and Gilgamesh were capricious and cruel, they had a weakness for children, in a good way.
