I don't think it's ever explained in the anime why he steals panties, but just in case—SPOILER ALERT—it’s because of his extremely high luck, which causes him to steal whatever is most precious to his target
remember when kazuma was told he have a really high luck stat… Steal is affected by luck

The anime never mentions it. Just like how Megumin refuses to spend points on anything but explosion magic, Darkness refuses to spend points on anything but defense. Kazuma calls her out on this in the light novel.
When Kazuma considers Darkness as an older woman, that is relative, for the crusader is about 20, so older than Kazuma,
He is 3 years older than Megumin, therefore he calls her "little girl". The wizard has of course another point of view on this – that is what frustrated her.
Having to defend Darkness, I insist she has only 2 flaws: As an offensive warrior she is a total failure – and she is a delusional hardcore masochist. But besides that, Darkness is pure gold, and believe it or not she is faithful (in the Eris order) and holds up her purity in the highest regards.
And I admit Darkness is my favourite girl in the show, but DESPITE her flaws.
