to clear things up shizuka is not being headhunted by another bar or anything. we'll see why groups are being paid to take her in time though. it's sort of the damsel in distress but it's deeper and ties into the story, more with tsubaki than sakura.
as for calling the police, these towns have these groups because the police have given up on most of these areas. they aren't always going to look entirely downtrodden and lawless because of poverty differences and how the leading gang works. the roppo ichiza and furin are big entities in nearly lawless but still economically okay areas, but shishitoren and keel are just smaller groups around. groups that wouldn't have much attention from adults or police. I'm not sure if anyone has mentioned this to you yet, but adults or really characters that have no actual importance to the direct story are not shown, such as the teachers who do exist in furin. the sunaba district is basically the slums. poor as dirt. and yes, suzuri has no money. nothing at all. but he still could see people playing games. the lines are essentially them hinting about his character. also, one last thing because crunchyroll is a bit annoying with this. everytime crunchyroll says skank or bitch in this show (and others as well, really) they are simply saying girl or woman. it was fine with the other guy at least because it was a clear negative tone, but with the generally detached suzuri he's simply saying girl so I don't know why they tried to make it seem more impactful. hopefully my comment makes sense. I'm trying to avoid spoilers while explaining things but there's so much to gravel and this arc that I'm just itching to explain.

Regarding adults in Furin's town, some of them do exist like teachers but are not being shown since according to mangaka, they don't have that much essence to the story but they do exist. The reason why Furin looks better is because of Umemiya, but it doesn't look good way back then. You will know about it in Ume's backstory (probably not this season but yeah) 🤭 Better be prepared some tissues especially if you like Ume as a character ❤

Also, situations like this where authorities don't give a damn, sadly exist in real world especially in place that are full of poverty and fights. 😔 You might think that all government in the world are the same where they care for their people– but sadly no. 😔 Also, they are places like that where you aren't allowed to enter if you aren't known in the town coz either you will die or be in danger.

P.S. Not all police can go there on time. Sometimes, the victim are already dead before they arrive or they don't care abt their people even if you call them.
