This is one thing non-Japanese won't get as Western schools do it very differently.
What you Americans call "Middle School" is the end of Compulsory Education in Japan. By the end of that if you want to, you can go out and get a job and start living your life, a lot of Japanese kids over there don't do that and continue in education after this which is where this idea comes in.
After the compulsory education finishes, you need to apply for a later schooling, and part of that goes for your grades. It's supposed to be very hard to get into the best schools due to placements and the required level of difficulty for kids.
Which is where we get the application process for Bofurin comes in.
The idea is emulating this, but in a distinctly different way. In this "school" the people learn to act as a group, to work together and to understand and protect whats important to them and their community.
They're basically training to be a civilian justice enforcement of their local area.
