I was also a bit confused by the speaker situation. I think it wasn't a total hallucination, but maybe he was shouting with his last breath, and then maybe Eraser was hearing it repeatedly in his imagination, like echoes of what he had heard more than a total hallucination. It could have been recorded, but the fact that the speaker was broken at the end threw me. I think it may have been "echoing" in his mind, to keep him going.
this is the reason why aizawa also acknowledge koichi as a true hero. because shirakumo and aizawa dream to become an independent pro hero without office just only patrol like vigilantes. I'm so excited in next arc its very peak for season 2 especially for koichi.
