You're close to the truth…
Jake's second noble phantasm allow him to duplicate himself, it's based on the theory that several killers, if not a whole conspiracy, were hidden behind the Jack the ripper's murders, and since he's an amalgamation of every theory around the case… (it's not over because he had a third noble phantasm)
(And if you ask for the first one, well, it's the one allowing him to take any apparence because "Jack the ripper could have been anybody as long we don't know the truth"…)
It's particulary OP, here, because with a master like flat who a lots of mana to spare, he could create dozens of replicas…
(There is a limit to the "could became anybody" though, each times he's trying to disguise himself as a child, he turn into a weird loli without much clothes, without knowing why… because it's actually the true form of Jack the ripper in the Nasuverse, but of course, this version of Jack being built on the myth and speculation couldn't know it…)
By the way, you've missed a Fate Zero reference, it's told that John's mother died because her plane was blown away in a terrorist attack, doesn't sound familiar? Think about it, and yes, it's not a coincidence….
And yes, it's a good thing that Flat get a mentor like Waver, because otherwhise…. well, he's a bona fide sociopath, so his only moral restrains is that he wouldn't do things which could disapoint his favorite teacher…
After you're done with case files and strange/fake I higlhy recommend you watch Kara no Kyoukai. It's essentially the starting point for the nasuverse and It's beautifully done. You will also get to meet the mage that caused francesca to be in her current body.
When I first saw Flat my first impression was "either this guys is going to win and make me very happy or he is going to die and make me very sad"

Strange Fake is the ultimate fan service for Fate fans, every episode has dozens of references that make everything relevant from FGO to even Apocrypha.
the issue with having watcher is that servants are generaly way too powerful for masters to take on.

One fairly common theory was that the murders attributed to Jack the Ripper may have been the work of different people, hence the ability to multiply because not only could Jack be "anyone", he could also be "any number of people".
I'm not sure why, but the anime chooses to omit parts about how watcher & gilgamesh know that there are traitors in the police force and tine's clan working for the Scaldio mafia family. Watcher briefly mentions it at 13:50 this episode.

Jack technically can't really turn into anybody, just things that are involved with the Jack the Ripper case(Like the watch, cops) or theorized to be Jack the Ripper. Although he can adapt, like turning into specific cops as shown
It's not that they hated Flat. It's more like they were afraid of Flat.
