Watcher is different from the servant that created illusions in the previous episode. That was Francois Prelati [Francesca's servant].
Also, if I may, the two of you would benefit from watching the show in English. Nothing is detracted from doing so. In all honesty, it's just better.

Francessca and Francois are the same being and Francois summoned himself with Francesca as the catalyst and Watcher is a conscious phenomenon that summoned itself due to the Holy Grail war being out of turn from its original plan of war

10:23 The "Tattoo" on the masters' hands are called Command Seals. They are unique magecraft seals made to force a Servant to obey their Master's order if the Servant didn't obey it or tried to rebel against the Master, OR ALSO to "reinforce" an action the servant is doing, kinda like a temporary power-up. Each Master is granted 3 Command Seals at the summon of their Servant, and they are unique usage. Once you used all 3, nothing is stopping the servant from trying to kill you (which is the reason Masters usually kept the 3rd one to order the Servant to "make themselves disappear definitively" just in case).

I will try to explain the part that was a bit confusing in this episode but I will go over something else first to make it clear :

The Fuyuki system is essentially another name for the Holy Grail system, but in this case, the States used a modified and imperfect version of the original ritual. Instead of performing a traditional Grail ceremony, they relied on a fake or incomplete Grail. This was necessary because they did not possess the true land of the Einzbern family, which normally has a strong and stable connection to the ley lines. Instead, they only had access to a small parcel of that land.

That parcel was simply too weak. Its connection to the ley lines was insufficient to directly summon the seven proper Servants required to activate and sustain the true Holy Grail. To work around this limitation, the system was altered to summon only six Servants, which appears to be the maximum the weakened land could support. These six Servants would then act as sacrifices or “primers,” providing the magical energy needed to power the true Holy Grail system and ultimately allow the summoning of the real seven.

Because this process was convoluted and unorthodox, deviating heavily from the traditional ritual and using fake servants as primers for the first time, the summoning did not proceed normally. As a result, Lancer was not summoned. Instead, a Watcher appeared—the whale- or dragon-like entity. According to the old man’s shadow, the Watcher was summoned along with its shadows, which explains their existence and role.

The lady’s shadow adds further context: because of the weakened land and the flawed system, Lancer could not be summoned in the usual way, but Watcher could. But while lancer couldn't be summoned that doesn't mean there won't be a lancer, the boy is destined to become Lancer himself through trials and suffering. This seems to suggest that the boy, who is currently a Master, may eventually become a Heroic Spirit—though that remains ambiguous. What is clear is that the lady’s shadow firmly believes he will become Lancer, growing from what he calls “a nobody” into someone significant. You could say that is the imperfect way that the Grail chose for lancer to manifest, since it couldn't do it through the summoning of a servant.

What makes the boy's story especially tragic is his past. He was used and manipulated from a young age, lied to, and forced to kill in order to save his mother. Over time, this reduced him to a living shell, so emotionally numb that he barely reacted when he learned that the mother he sacrificed everything for had already died.

It’s a very sad story especialy considering that his mom might be a character in Fate zero.
