The man in the photo is Miri's real dad, a mafia boss and the same man that held her at gunpoint at the Christmas party. Rei (black haired protagonist) shot him the head near the end of the episode, killing him (obviously). The reason the blonde protagonist and the dad look alike is because Miri has this photo of the dad and therefore she recognizes him, so, to make it more believable, they made the blonde protagonist look so much alike, so she believes it's her dad.
