They are girts the 45 degree boards are WIND BRACING whoever told you it’s not needed they are wrong unles you have sheathing on outside under siding your siding provides little to no wind bracing or no structural you need the diagonal wind bracing you’ll see Cole in time you could replace with a cable and turn buckle at opposite corners but 4 is better than 2
Plus it goes against building code if I’m not mistaken Cole google importance of wind bracing in post frame buildings but probably not that windy there so shouldn’t be a problem
